In the beginning God created the Heaven and the earth.
And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.
Gen 1:1-2 KJV
At the first God made the heavens (the outer or heavenly universe with its astral and extraterres trial features and the firmament) and the earth (terrestrial region) by His Spirit.
God created the heavens and the earth — all you see, all you don't see. The earth was a perfect world at time of creation.
In the very beginning, The Holy Spirit prepared, formed, and fashioned the heavens and the earth. The entire universe was formed at His Command—by The WORD of His Mouth.
By faith we understand that the universe was formed at God's command, so that what is seen was not made out of what was visible.
Heb 11:3 NIV
God at first created the elementary principles of all things; and this formed the grand mass of matter. Then, He created the sky and the earth.
He spreads out the northern [skies] over empty space; He suspends the earth over nothing.
He wraps up the waters in his clouds,
yet the clouds do not burst under their weight.
He covers the face of the full moon, spreading his clouds over it.
He marks out the horizon on the face of the waters for a boundary between light and darkness.

He did not create the world to be empty, but formed it to be inhabited.
For this is what The Lord says — He Who created the heavens, He is God; He Who fashioned and made the earth, He founded it; He did not create it to be empty, but formed it to be inhabited —
He says:
"I Am The LORD,
and there is no other.”
Isa 45:18 NIV
From verse 2 of Genesis 1, we understand that at a later time the earth became ‘formless, and void; and darkness was upon the face of the deep’.
The earth which was at first perfectly created by GOD, now, became empty, and darkness was over the surface of the great deep. The earth at this time was a soup of nothingness, a bottom less emptiness, an inky blackness. It was barren, with no form of life, desolate; it was under a roaring ocean covered with darkness.
This devastation and chaos of the earth was as a result of the war in Heaven (Rev.127-9).
The raging ocean that covered everything was engulfed in total darkness.
An earth without form and an empty waste, needed The Creator’s Master redesign, reconfigu re, recreation, reformation, restoration, renewal and repair.
The Spirit Of God was hovering over the waters.
God's Spirit ‘brooded like a bird’ above the watery abyss with the dark vapors.
In spite of the great darkness that covered the raging ocean of a huge shapeless and chaotic mass, The Spirit of God moved upon the face of the waters.
He moved like a wind from God and swept over the face of the waters.
The Power of God was moving over the water.
The Scriptures declare that at the close of the age , when The Day Of The LORD comes, He will destroy the entire universe and the earth—they will become once again ‘formless and empty’ as the earth returns to the state in which it was before the recreation and restoration.
I looked at the earth, and it was formless and empty; and at the heavens, and their light was gone.
Jer 4:23 NIV
This will take place before The LORD Who is The Creator of all things will kindle His great wrath against the inhabitants of the world and the earth—and totally wipe off the entire universe with its outer-space and the earth with fire and roll it up like a scroll.
All the stars of the heavens will be dissolved
and the sky rolled up like a scroll;
all the starry host will fall
like withered leaves from the vine,
like shriveled figs from the fig tree.
Isa 34:4 NIV
The sky receded like a scroll, rolling up, and every mountain and island was removed from its place.
